There must indeed be an agent. Morgan has several agents who handle his business around the world. For example, Abdul, whom Gao Yang is familiar with, is one of Morgan's agents.
Uriyangko is Grand Ivan's agent, while Polovich used to be one of Grand Ivan's agents.
Although Gao Yang represents the Satan team, and it is foreseeable that Satan's business will continue to grow, the problem is that while Satan is good at fighting, as for doing business… well, it's better to stay far, far away from that.
Gao Yang, at least, had some experience in foreign trade for a while, which counts for something. As for the rest of the team, well, they can pass as bandits, but they would definitely go broke trying to do business.
No one in the Satan team is suitable for long-term residency in Ukraine, except maybe Little Donnie. He might be the only viable option for Ukraine.
