"We have three groups: the revolutionaries, and you. Any objections?"

Everyone agreed.

"We're the strongest; we set the rules. Objections?"

The Sky Islanders hesitated, but seeing Enel and the priests, they agreed.

The Shandorians nodded.

"We'll share power; you'll have self-governance. Agreed?"

Anyone disagreeing was a fool.

But everyone wondered why Alistair was so clear.

"Good. Ace, cut down a large tree!" Alistair commanded. Ace easily felled a tree using his fire-blade.

"Our agreements will be written on wood, visible to all, becoming law." Alistair's words were clear and transparent.

The villagers didn't understand, but Robin trembled with excitement.

She felt like she was witnessing history.

She wanted to discuss this with Alistair.

His words revealed his intentions.

"I propose the first decree."

"The state controls all resources; individuals can only apply for land use, not buy or sell it."

"Objections?"

Skypiea had no foreign trade; but this was the foundation of a nation.

Without this, the nation wouldn't survive.
