The "Civilian Protection Officer" system among the players is a special occupation derived from Lord Kuder's unique power.
Its power system is taken from some of the generic skills in Kuder's classical Grail Knight career path, but on the administrative level, it is given the duty of "maintaining order and ensuring the safety of the land," serving as the armed police uncle in Sir Morphy's rule over the lands of Transylvania.
Of course, the transition from Civilian Protection Officer to this system is just a special product under special circumstances.
As per the plan of the Crimson Regent, once Transylvania's administrative forces are further stabilized, there will be a specialized police department that will take over the overly complex responsibilities of the Civilian Protection Officers, although Sir Morphy and Triss do think this setup could be preserved.
