It would take anyone some time to get used to working with a new group, and it would be just as difficult to adjust to make up for a new person joining.
Tactics would have to be adjusted to suit everyone, and everyone would have to spend time getting used to everything so that they could perform well together and not have any issues with each other.
Some people were more comfortable working with individuals who possessed a specific set of skills, making it difficult for them in various situations.
It was the same when it came to them being put together with personality types that they did not work well with or did not know how to handle too well.
Even if there was a capable leader to lead a group and they were very powerful, it did not mean that the group was guaranteed success.
Each group that started could become a success, or it could fail.
It was a risk for anyone involved, so there would be many who would stick with what was safe and comfortable.
