Chapter 19 - Chapter 17-Year 10 Election, Year 13 Census And The Start Of An Overpowered Navy

Four years have passed and the industrialization of Kylia keeps chugging forward, literally now. So far two train lines are now completely operational and running. The resource station line which connects the industrial district and the resource station, which runs east to west, north of Kylia City and the industrial line which connects Kylia City and the industrial district, which runs south to north. Now Stalevi and his team are working on a third line, called the City Line, that will wrap around Kylia City, making transportation in the city a lot faster and more convenient.

Two years ago the 2nd Kylian election results came out for the Kylian Parliament.

Kylia's total population is now over 15,000 and slowly approaching 20,000. At the same time Kylia's industrial population had now exceeded 1000 and is approaching 2000. Because of the surge of industrial population, the center of Kylia City is starting to bustle like a real city instead of a lively town that it normally acts like.

The GDP of the Kingdom of Kylia is now ranked 1st among the Valord States, leading the State of Viskov's 6 million rupees per year and is now second to the Kingdom of Hyrule on the Hylian continent. The federal revenue that Kylia collects per year alone is comparable to the GDP per year of the State of Sovi.

Kylia's national debt is now rising as the government borrows heavily to fund more state projects and fund a steadily increasing military budget. In fact Kylia's military spending now occupies 5% of the nation's GDP, which is comparable to russia military spending during the first few years of the ukrainian war.

However, when spending this money to win the future war, Kylia really does not mind the loss, after all if she wins, she can get war reparations from Rosa and anex the Coalition, more than enough to make up for the loss. 

A big part of this military spending is used to buy military supplies such as uniforms, rifles, cannons and ammunition. The rest is used to construct and improve military infrastructure, such as the military base and a military port that was just completed last year.

When thinking about bridges, Kylia and her advisors realised that Rosa City actually lies on an island in the mouth of the Rosa River. While the river may freeze over during the winter, Kylia does not want to take the risk of falling into a trap. Not only that, but the distance between Kylia City and Rosa City is actually quite big, it's about the same distance from New York City to Chicago, which is really far on foot. By the time the Blue Army reaches Rosa City, the Coalition may attack and threaten Kylia City, and there would be nothing the Blue Army can do about it.

The Kingdom of Kylia is surrounded by enemies on all fronts and can not gain a numerical advantage with its army's mobility.

This is where the Kylian Navy can shine.

If Kylia can't be like Russia where you can have millions on all fronts, then you can be like the British Empire, which can subdue a colony with one ship. It may take several hundreds, to thousands of troops to try and storm Rosa City, but even a small British sixth rate could completely annihilate the Rosians.

For the last decade, the Kylian navy had been composed of two sail/paddle driven ships, each manned by 11 sailors. Each boat is capable of running a flurry of arrows onto an enemy ship and if needed, a grappling hook can be thrown to board the opposing enemy deck.

This is very primitive and in an event of war, when thousands will be mobilized, potentially with hundreds joining the Kylian Navy, is also inadequate. 

This is why last year Kylia took the time to build a military port. Sadly, with Kylia's current shipbuilding technology, Ironclads and battleships are a distant dream for the future, however constructing a sixth rate is possible with Kylia's current industrial might.

As the sun dipped behind the forested skyline of the Industrial District, Kylia, Admiral Viyskovo, Stalevi and his team huddled around blueprints in the dim candle light of the main workshop. 

"This…is a work of art!" Stalevi exclaimed excitedly as he analyzed the construction plans of a ship that had a design similar to the British 1719 Establishment Group of 20-gun sixth rates.

"The Kylian Navy will truly rule the world's seas with this craft!" Admiral Viyskovo added, "It's like a fortress on the water!"

Kylia presented to the group. "Its name is the KYV Kylia, the first Kylian Ship worthy enough to have its own name!" 

Stalevi ran his fingers over the rough sketches, his mind already calculating the intricate details of the ship's design. The sixth-rate frigate, compared to what the Kylian Navy currently owned, was a marvel. Its 32.3 m gundeck outsized any other ship in the world by a long margin and could carry up to 240 men, a far cry from the 11 men on the Kylian Navy's previous ships. With just this one ship, the Kingdom of Kylia would have the strongest navy in the world.

"You're not wrong, Admiral," Kylia said, glancing up at the older man, who was leaning over the plans with a look of fierce determination in his eyes. "However there are some problems, such as we can barely operate one ship during peacetime with a crew of only 24 men."

"Another problem is the cost," added economic advisor Roshi. "Just one ship carries 20 cannons, each one being made up of one tonne of steel. This means it takes 20 tonnes of steel for just one ship and with our current production of 60 tonnes per year, this ship will take up a huge portion of our industrial capacity to construct." She hesitated for a moment, "The total cost of this ship is estimated to be around 650,000 Kon, our military spending last year was only 353,622 Kon, this ship would be worth twice the amount of military spending we did last year. This means we would need to borrow money not only to complete the ship, but also to pay for all of our other military expenditures. If it weren't for the Kylian Reserve Plan, a ten year 7.274 million Kon military package passed by the Kylian Commision we would be screwed, we would never be able to spend this money."

"However, don't forget our economy is also exponentially growing, from year 12 to year 13, Kylian Gross Domestic Product grew by 30% and will definitely keep increasing." Kylia assured. "Also our ability to borrow is very strong at the moment, if we want, it would not be a problem to borrow 2 million Kon before the economy starts to experience any repercussions and if needed, we could even borrow a whole 10 million more Kon before the Kylian national bank would have to declare bankruptcy!"

Turning to Roshi, Kylia added, "We can also pay in installments, which will help lighten the load on our finances. I estimate that if we start this year, we could finish the ship in the middle of year 15."

"And we'll oversee the construction carefully," Stalevi said. "The KYV Kylia will be a masterpiece, a testament to what the Kingdom can achieve."

Admiral Viyskovo's eyes sparkled with excitement. "We will make it the strongest navy in Valord. The seas will know Kylia's name."

Kylia smiled, her resolve firm. "Then it's settled, now let's get to work!"
