Once equipped with proper instructors, this academy could become a true sanctuary of learning—regardless of what someone wanted to study.
Luo Lan even started wondering whether he should enroll in the Command Department himself once it was built...
As for the other S-rank "building"—
Well, calling it a building wasn't quite right. It was more of a device.

Immediately, two resentful gazes locked onto him.
Luo Lan just chuckled awkwardly and pretended not to notice.
"Alright, now that we've settled the name, next is the uniform. I'll have someone design and manufacture them as soon as possible."
"Sister Hina, select 150 people from the current naval ranks. They'll join Nami's Danaan team as part of Operation Dominion. In three days—"
"—we set sail!"
Luo Lan began issuing orders.
Smoker, however, was clearly unhappy.
"Why am I not going?"
"Smoker... your features are way too recognizable. Even if you can hold back from using your Logia powers, you still can't avoid passive elementalization when attacked, right?"
Luo Lan shook his head.
Letting this guy tag along would blow their cover in no time.
"Besides, you've just taken over this port. It'll take at least a week or two to stabilize things, right?"
Smoker had no rebuttal and could only sigh in resignation.
Hina nodded—she understood.

Currently, 78 marines were training alongside Nami.
Add in the 150 selected by Hina, and that made 228 personnel.
Including Luo Lan and Hina, that brought the initial team for Operation Dominion to a total of 230 people.
Each member needed three sets of interchangeable uniforms—so 690 uniforms in total.
By the second day, all of them had already been rushed into production.
The uniforms for regular marines were basic black, modified from the original Navy designs.
Every member also received a mask, similar to those used by the covert ops in a certain famous manga village—one of Luo Lan's little indulgences.
As for Luo Lan and Hina's uniforms, they were more distinct.
They could wear whatever they liked underneath, but the outer layer was a long black coat, with the word Dominion boldly printed across the back.
The surprise came when Hina showed up wearing a white suit under her coat—something even Luo Lan and Smoker were shocked to see.
After all, she had worn wine-red suits exclusively for over a decade.

Her explanation was simple—and completely irrefutable:
She wore wine-red because it matched the white naval cloak.
Now that the Dominion cloak was black, the wine-red was an awkward fit.
So... she switched to white.
Well.
There really was no arguing with that logic.

On the bridge, Hina sat in the captain's chair, with Nami beside her.

He took a seat behind Hina, in the role of strategic advisor.
Then, with a sweep of her right hand, Hina gave the order:
