Chapter 10 - Chapter 10: Looking Forward to the Arrival of New Police Department Members!

Andrew wasn't particularly surprised that the Mangekyō Sharingan lacked a unique pupil technique. Compared to Itachi, Sasuke's abilities always seemed a bit underwhelming in terms of ocular powers. In the original story, both Madara and Sasuke's Mangekyō were "straight" types—direct power-ups rather than unique abilities.

Let's not even discuss Madara for now. As for Sasuke, his real pupil techniques only emerged after awakening the Eternal Mangekyō Sharingan. Even the famed Amaterasu belonged to Itachi.

Still, that didn't mean Sasuke's Mangekyō was inferior—just different. Now that Andrew possessed this form of the Sharingan, he could clearly feel its effects. It brought more than just heightened pupil power.

His physical prowess and genjutsu abilities had improved significantly. He could already tell that his ninjutsu would be enhanced as well. You only had to look at Madara's performance during the Fourth Great Ninja War—a single Fire Style attack from him required an entire battalion's Water Style techniques to counter. Madara's Mangekyō might not have had flashy eye powers, but it clearly amplified his base capabilities to monstrous levels.

"Andrew, the patriarch wants to see you."

A fellow Uchiha ninja appeared beside him, speaking with a tone tinged with respect.

Although the man was older than Andrew, the younger Uchiha's actions in the past few days had earned him respect throughout the clan. He had taken the lead at a crucial moment, proving himself as more than just a genius—he was a leader.

After all, Andrew had awakened his Three Tomoe Sharingan at a young age, and his overall strength was already at the level of a Jōnin.

"I understand. How are things outside?"

It had been several days since the incident with Shisui. During that time, Andrew had been focused entirely on changing the clan's mindset and strengthening his own power. He hadn't paid much attention to external affairs, but he could guess the village's reaction to Uchiha's withdrawal from the police force.

"Has public safety really gotten that bad?"

After hearing the report on Konoha's current situation, Andrew was momentarily stunned. Even if the police department had issues, law and order in a village like Konoha shouldn't collapse overnight.

Unless...

Andrew narrowed his eyes. Danzo. It had to be him.

The shadowy elder likely had a hand in stirring chaos. By sabotaging village security, he could undermine Uchiha's reputation and make their absence felt. The police department had always been Uchiha's responsibility—without them, Danzo's actions would reflect poorly on the clan.

But maybe he had miscalculated.

The sudden breakdown in law and order made the villagers long for Uchiha's return. It might have had the opposite effect of what Danzo intended.

"Hahaha! Patriarch, you wouldn't believe how satisfying today has been!" the Fifth Elder laughed as Andrew stepped into the compound. "In the past, villagers and merchants would crowd the police station complaining about harsh or lazy law enforcement. But now?"

The old man clapped his hands, looking pleased. "Now they come begging us—asking when the police department will return! Their hopeful eyes... truly a sight to behold."

"Hmph! Only now do they appreciate us?" scoffed the Fourth Elder. "They've grown soft. Andrew was right—the villagers were just too used to us being around."

Compared to facing off with Konoha directly, seeing the villagers' attitudes change brought a different kind of satisfaction.

"That's why I handed over the captain's position to him," Fugaku said, stepping forward with a rare smile. "The tribe has been stifled for too long. Andrew gave them a way to release that pressure. The whole village can now feel our presence again—he's sharp."

"Patriarch, if you're going to praise me, I'd appreciate it even more if you did it to my face," Andrew grinned, casually strolling in.

It was good to hear recognition once in a while. A leader's approval in front of elders meant everything in this clan.

"I called you here for something serious. Sit."

Fugaku's expression turned stern again, waving Andrew over to a seat.

"After today's council meeting, Third Hokage left some ninjas in the conference room. From what I gather, they're selecting replacements for the police department. What's your take on that?"

Andrew wasn't surprised. He could sense the fierce chakra flowing within his own eyes now—he had spent days adapting to them and hadn't paid much attention to village politics. But he knew the chaos Konoha was in.

Uchiha had stepped back from policing duties, and Danzo's ROOT operatives were surely making things worse. Village security was deteriorating fast.

There hadn't been major incidents yet, but minor conflicts were piling up, and Third Hokage had to rely on ANBU just to maintain order.

"Every day, people ask when the police force is coming back," Fugaku continued. "We turn them away, of course. But now they're even going directly to Hiruzen."

Even he didn't expect Uchiha's absence to cause such a mess.

Of course, the Third couldn't just assign new forces overnight. He might've considered bringing in the Hyuga clan to replace Uchiha's influence, but that wasn't realistic.

Hyuga's branch family system made it impossible to deploy their shinobi freely. They guarded their own tightly—especially after Danzo's stunt with the Byakugan.

So Hiruzen had no choice but to turn to other clans, or risk overworking ANBU for basic law enforcement.

"If he sends someone over, they're welcome to try. But whether the villagers trust them or not isn't our problem," Andrew said with a shrug. "Law enforcement rarely gets thanked. Let them deal with the complaints for once."

Andrew had no intention of clinging to the police department. He believed that eventually, it would no longer be Uchiha's burden. But even so, he doubted any replacements could perform as well.

Second Hokage might've assigned the police role to Uchiha to keep them occupied, but that didn't mean it wasn't a good fit.

Among all the Konoha clans, Uchiha were simply the most suited. Sharingan allowed them to spot trouble before it escalated. Their speed ensured they reached scenes quickly. Their genjutsu could instantly pacify criminals.

But none of that seemed to matter to the village anymore. They chose to ignore it.

Sure, at first, new recruits might earn some goodwill. But as the weeks went on, that shine would fade fast.

"The higher the expectations, the greater the disappointment," Andrew concluded. "Let them see for themselves."

Fugaku and the other elders exchanged looks.

They agreed.

The Fifth Elder even snickered to himself, already imagining those new shinobi being buried in mountains of complaints and accusations from the villagers.

"It's about time the others felt what it's like to be blamed for everything," he said with a smirk.
