Chapter 93 - KOW Chapter 91 Shinobi United Conference

The Nation of Water has surrendered. It has submitted to the rule of the Nation of Qin, becoming a part of its expanding dominion.

To the rest of the world, this outcome was as shocking as it was inevitable.

The Nation of Qin— once seen as insignificant, no more than a sparrow had brought down the Nation of Water, a long-standing giant with the splendor of a peacock. Yet those who truly understood the shifting tides of power recognized the truth: that tiny sparrow housed an eagle, sharp-eyed and unrelenting.

And a single eagle… could kill a peacock.

Let alone several.

The world held its breath. Though Qin's conquest had clearly shattered the peace accord forged after the Great Shinobi Wars, none of the Four Great Nations dared to voice protest this time.

In private, however, their war rooms were alive with quiet panic and whispered strategy.

Over the next week, the Hidden Villages of Fire, Wind, Earth, and Lightning engaged in frequent clandestine contact.

Finally, on the seventh day following the fall of the Nation of Water, envoys from the Four Great Nations, along with leaders from thirty-six minor Shinobi villages, assembled in Konohagakure.

History would remember this moment as the birth of a new alliance: The Shinobi United Conference.

The meeting took place in a fortified Konoha conference hall. A vast, round table sat at its center, surrounded by leaders whose expressions were grim and heavy with the weight of looming war.

The room was silent until a figure stood— his armor gleaming silver-blue beneath the lights, face stern and resolute.

"You're all here because you understand what's at stake," Senju Tobirama said, his voice crisp and commanding. "So I won't waste your time."

He took a steady breath, then continued:

"The rise of the Nation of Qin is no longer a possibility— it's a certainty. Their power is real. Uchiha Madara… and the QinKage himself... they've both transcended what we once thought possible."

"None of us can stand alone against them."

His words carried through the room like a blade through mist.

"If we wish to preserve the fragile peace we've fought so hard to maintain, we must unify. The Shinobi World must become one. Only by joining forces can we hope to contain the momentum of the Nation of Qin."

Tobirama's gaze swept across the table.

"What began as a nameless village has become a superpower. If we allow it to grow unchecked, which one of us will be next to fall?"

His tone was even, but beneath it was urgency, sharpened by cold logic. Around the table, Kage exchanged glances, the gravity of his words weighing on each of them.

Until now, none had believed the Nation of Water—one of the Five Great Powers could fall so quickly. And yet, it had.

The Mizukage was slain in battle, and the war was over in less than three hours.

What did that say about the disparity in power?

It meant they were no longer equals.

It meant the world was already shifting.

"I propose," Tobirama declared, "the creation of a global Shinobi alliance. A united force. A shared command. A single purpose: to deter Qin's expansion and prevent a global war."

The chamber fell into silence once more.

Then, a voice spoke.

"The Land of Wind agrees."

It was Second Kazekage Shamon, his voice low, eyes haunted. No nation had more reason to fear Qin than the Land of Wind, whose long-standing border tension with Qin had already sparked skirmishes.

"The Land of Lightning agrees," Came the next voice.

"The Land of Earth agrees," Said another.

One by one, the Four Great Nations aligned. The leaders of the thirty-six minor Shinobi villages followed in turn, pledging their allegiance to the new Shinobi Alliance.

The disappearance of the First Hokage and the swift conquest of the Water Nation… these events had shaken the world awake.

Qin's rise was not mere expansion. It was domination. And if left unchecked, it would turn every nation into a province beneath its banner.

Three days later — in the heart of the Nation of Qin.

The nation had now formally annexed the former territory of the Water Country. Its infrastructure was rapidly transforming. Strategic outposts, chakra relay networks, and defense fortresses had already begun dotting the coasts and forests.

But most telling of all was this:

The Uzumaki Clan, famed for their sealing techniques...

The Crescent Moon Clan, once protectors of the Land of the Moon...

Even the remnants of Waterfall Village, long scattered...

All had chosen to migrate. Not in defeat, but in alignment. They settled within Qin's domain, carving out space for their clans and people.

They had chosen the future.

Now, the scale and scope of the Nation of Qin had reached unprecedented heights. The number of Shinobi had reached an astonishing 16,000, and its civilian population numbered 1.2 Million! For Qin Yi, this was a significant figure. 

After all, the population of the King's World was only 600,000, and its land area was more than ten times larger than a single county in the King's World. 

Although the Nation of the Water was an island nation surrounded by the sea, its mountainous terrain and numerous islands meant that its total area was not small. 

"After all, this is still a world of constant warfare. Otherwise, with such an area, if it were Earth in my previous life, it could probably accommodate tens of millions of people." 

Standing in the newly constructed QinKage office, Qin Yi gazed at the new Nation of Qin with a smile on his face. 

The Nation of the Water was certainly not comparable to the Hidden Mist Village; its ruler was known as the Daimyo. However, with a King like Qin Yi in existence, the power and status of this Daimyo were naturally at risk. 

On the third day, the Daimyo of the Nation of the Water was executed, and the entire country was renamed, with military and political power unified under Qin Yi's leadership. 

"Your Majesty, the other four great nations have announced the establishment of a united coalition, likely to counter us." Qin Lin entered the office, speaking in a low voice. 

With a faint smile, Qin Yi was not surprised by this news. 

"That's normal. If they didn't take any action, that would be foolish. Of course, I currently don't have the time to deal with them. For me, for everyone, and for the entire nation, there are more important matters at hand." 

At that moment, the tall figure of Gandalf stepped in. 

"Ha ha, Your Majesty is referring to the King's Way, right? Now that the Nation of Qin has become a prominent power in this world, we have enough foundation to pursue the King's Way and bring about significant changes to our world!" 

Qin Yi nodded, "Indeed, the immense power of kingship brought by the Nation of the Water, along with the current scale of the nation, is sufficient to support the King's Way!" 

Gandalf's face was filled with anticipation. 

For the King's World, the most anticipated and desired aspect was the King's Way, which involved facing the brilliant and diverse civilizations of Otherworlds. 

The leap of civilization, the expansion of the national scale, and the overall improvement of the people's quality would all be exhilarating. 

"Your Majesty, when do you plan to initiate our first King's Way?" Gandalf asked eagerly. 

"The sooner, the better. Once the Nation of Qin stabilizes completely, we can begin!" Qin Yi's eyes flickered as he spoke softly. 

The Nation of the Water had just been annexed, and the integration of the two nations, along with the handling of rebellious issues, was quite complex and would require time to settle. 

However, everything was progressing quickly. As long as the King's Way succeeded, he could once again select worlds for national expansion and the development of civilization. 

At the same time, in the Nation of Qin, before a broken stone tablet. 

"Madara, is what you said true? Is there really an unknown world, and such power that is completely incomprehensible!" 

Staring at the stone tablet before him, the mysterious symbols on it left Senju Hashirama dumbfounded and shocked.
