She understood perfectly well what Xia Yi meant. As the Dragon God's avatar, if the Phoenix God's followers learned she still existed and had created a new divine realm, they'd just hide the Ascension Dragon Pillar even deeper in the cosmos.
That's why the Demon Emperor had to be the one to make contact.
She wasn't dragon-kind.
