Mr. Xu frowned, "No one has money, and they're unwilling to pay. How can we negotiate? Everyone's acting like bandits, demanding that those of us in business should pay whenever road construction is mentioned."
Upon hearing this, Mrs. Xu immediately disapproved and suspiciously asked Mr. Xu, "Wasn't Director Sun with you? Do those people not listen to him?"
Why, when it comes to road construction, should those of us in business be the ones to pay? We in business make money indeed, but wasn't it agreed that we'd cover the major portion while they cover the minor?
These people will use the road too, so why can't they even pay the minor portion? That's just too greedy.
