Rowan has a large number of skills he would like his soldiers to possess, even if he doesn't possess skills efficient for them. He could just go out and copy from those who have, and then pass it on to them.
For someone like him with overpowered skills, adding a means for him to empower his subjects with skills he possessed would only create a favourable situation. His soldiers could become overpowered!
