In reality, most main family members consumed both the core and flesh.
Kaguya had done so out of greed, resulting in her pregnancy after consuming both.
Thus, in a sense, Ōtsutsuki Hagoromo and Ōtsutsuki Hamura were born from the flesh of the chakra fruit.
Shishou, however, did not intend to consume the flesh alone. He planned to share it with Tsunade and the others.
The chakra fruit's flesh still contained immense power from the Divine Tree, potentially aiding Tsunade and the others, who already possessed the Senju and Uchiha bloodlines, in awakening the Rinnegan.
Only by quickly nurturing Tsunade and the others could he lead them to the Ōtsutsuki home planet to obtain more chakra fruits.
The path of immortality was lonely, and he needed Tsunade, Mikoto, and the others to continue accompanying him.
