Dumbledore concluded that the Soul Device was inside.
Strangely though, the liquid couldn't be scooped out by hand, nor could it be ladled away or siphoned off, and it couldn't be made to disappear with magic.
The only solution was to drink it!
"This potion will certainly prevent me from obtaining the Soul Device, it might paralyze me, make me forget my purpose for being here, cause me extreme pain, make it impossible to concentrate, or incapacitate me in some other way. If any of this happens, Harry, you must ensure I keep drinking it, even if you have to force it into my closed mouth. Do you understand?"
