Violence can destroy problems but cannot solve them.
Even an empire as mighty as the Emperor's refrains from brazenly using force when facing the complexities of international issues. Compared to deploying troops or personally engaging in slaughter, the effects achieved by endless schemes and diplomatic methods are often far superior. If so, what reason is there to misuse violence?
The reasoning here is simple, yet kings capable of controlling their emotions are rare, and fewer still are monarchs who can effectively manage the sentiments of an entire nation and its citizens. Oftentimes, citizens shouting "Kill XX" or "Destroy XX" have no understanding of the significance of their actions or the consequences they may lead to. They are merely indulging in irrational emotional outbursts, or simply jumping on the bandwagon. The result, however, is steering the country into embarrassment or even plunging them into an irrecoverable abyss.
