In fact, it wasn't just him. The Chancellors, too, had retreated from the spotlight recently. They still ruled their people, but they do so more loosely now compared to before. Because without the threat of the void, there's really no need for them to be too concerned with mundane matters.
The Border Patrol Office's existence became a little redundant because of this. Without their enemy, they're nothing more than glorified mining sites for void ores and minerals. Their need for weapons had become obsolete since they have no targets anymore.
