The Syrian Government, though controlled by Russia, still has its basic autonomy.

Russia wants regional influence and interests in resources such as oil and natural gas; to legitimize everything they gain, they need to support and respect the Syrian Government.

On the other hand, despite their apparent enthusiasm, the Kurds have no autonomy to speak of.
