The intelligence of the Panama Continent was comprised of countless state intelligence organizations as well private intelligence companies, countless individual intelligence brokers, many Martial intelligence sects and even the notorious omnipresent species wide intelligence agency of the Beggar's Sect.
If they could be harnessed into a single overarching structure in a True World Intelligence Organization, then they would be harnessed more efficiently to gather information that nobody else would, and each constituent would be used effectively.
Not only would the net information gathered increase, but the organization would be able to allocate constituents to the most optimal areas of allocation. The leaders of human civilization could definitely see the allure of the concept. In order to shore up their absence of intelligence and information on true world, drastic measures were indeed necessary.
Of course, that didn't mean that it was easy.
